Activity Report

From 11 to 18 May 2025


Asian Disaster Reduction Center (ADRC) coordinated the second Study Visit to Japan for the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) Executive Leadership in Emergency Management Programme (ACE-LEDMP) Middle Level organised by the AHA Centre. The ACE-LEDMP Middle Level programme aims to develop future leaders in the ASEAN disaster management sector through a comprehensive curriculum comprising a one-month online course, a one-month on-site course in Indonesia and a one-week study visit to Japan.

This study visit welcomed 20 middle level officials, each with over five years of experience in disaster management organisations, from nine ASEAN Member States (excluding Vietnam), along with four accompanying staff members from the AHA Centre. During the visit, they attended lectures from various Japanese organisations, such as the Cabinet Office of Japan, Hyogo Prefectural Government, the Japan International Cooperation Agency (JICA) and the ADRC. They also visited several disaster management facilities, such as the Arakawa Lower River Management Office, the Disaster Reduction and Human Renovation Institution (DRI), the Tsunami and Storm Surge Disaster Prevention Station, and the Kamenose Landslide Historical Museum deepening their understanding of Japan's disaster management policies. As an example of private sector initiatives for DRR, the participants visited Geosphere Environmental Technology Corp., where they learned about technologies for pre-disaster and disaster risk reduction planning, as well as real-time watershed monitoring using an advanced watershed water circulation model.

As part of the programme, the participants also visited Expo 2025 Osaka, Kansai, Japan, the theme of which is "Designing Future Society for Our Lives." There, they explored innovative approaches to addressing global challenges such as carbon neutrality and digital transformation, which are also relevant to DRR, with a focus on diverse values and inclusive solutions.

At the conclusion of the visit, the participants shared what they had learned and presented key takeaways and insights on enhancing disaster management efforts in their respective countries. Upon their return to Indonesia, the participants continued to reflect on their experiences and began formulating action plans based on the knowledge and skills gained through the ACE-LEDMP programme.

ADRC participated in an international scientific and practical conferencevol386-2up.png

entitled "Monitoring and Forecasting Climate-related Natural Disasters" for strengthening early warning and resilience through science, innovation, and partnerships, held in Bishkek, Kyrgyzstan. ADRC gave a presentation related to the activities of Sentinel Asia. The presentation included an overview of Sentinel Asia, and examples of emergency observation requests (EOR) submitted by the Sentinel Asia members in the past. Participants noted that landslides are a significant challenge in Kyrgyzstan and expressed interest in utilising satellite imagery for image analysis and other applications.

In addition to participating in the conference, ADRC representatives visited the Central Asian Institute of Applied Geosciences (CAIAG) on behalf of Sentinel Asia, and exchanged opinions on the future activities of Sentinel Asia. CAIAG suggested that satellite images and image analysis results provided through EOR should be shared with disaster risk management agencies as appropriate.
