The focus is much of the CDMC`s work is the building of disaster management capacity within countries and organisations. International is not a substitute for this but rather complimentary, developing the capacity of key individuals to carry national and organisational programmes forward. National and organisational level training provides the foundation for planning and operational effectiveness. It also assists in establishing the knowledge and competancies necessary for programme growth and development. This training is based on following criteria. Training courses and programmes are tailor made, No training takes place until a thorough training need assessement and reconnaissance has taken place, The CDMC will phase out its involvement over time, The content of training programmes is divided between the provision of tools and information and the use of these in addressing national disaster problems, and the CDMC encourages the development of training programmes rather than delivery of occasional one-off training events.
