The basic doctrine of emergency management recognises that disasters stem from the impact of hazards on vulnerable communities. The potential for loss of life, injury and monetary cost of a disaster in or near an urban area can be staggering. Preparedness and mitigation measures coupled with effective response and recovery planning, are essential elements for a 'prepared community'. This course will look at the elements that form the basis for disaster planning, the planning process and the contents of emergency plans.
