The ECL- Executive Command Level Urban Search and Rescue Development Program is designed into 4 Phased Modules of application which provides for the individual to naturally evolve and flourish within a system that identifies their potential and allows them to develop their US&R management skills to the full.
Phase 1 Module : Supervisory Level. This is designed for the first line of US&R Management, e.g. Supervisor-Team Leader.
Phase 2 Module : Group Command Level. This is designed for the second line of US&R Management, e.g. Manager of a Group of US&R Teams.
Phase 3 Module : Area Command Level. This is designed for the third line of US&R Management, e.g. Manager of an area, state, region,etc. of US&R Teams.
Phase 4 Module : Executive Command Level. This is designed for the fourth line of US&R management , e.g. Chief Executive Officers, Directors, Mayors, Politicians, etc. who are directly responsible for the provision of an efficient US&R Service
