EM 300 Basic Principles of ICS/SEMS

The basic ICS organization, including incident command directing planning, logistics, finance and operations, and coordinating their tasks to act and react to an emergency, is defined. Compatibility between jurisdictions, a common terminology, and the need for a universal format are discussed within the context of mutual aid. Functional divisions, and adaptation to specific emergencies or expanding emergencies are demonstrated. The simplicity of organizational changes within this system and its modular expansion will also be described. Key issues such as staging and radio communications will be identified. The functional assignment of city, state or federal resources to specific areas of responsibility using a matrix will be compared with the experience of participants in designing an ICS-based plan
