EM 200 Emergency Operations Center Management

Principles for designing and managing operations within a command center will be illustrated through actual examples for participants. Theories and practice will enable participants to understand activity within centers of different scale, ranging from small towns and cities to large regional and state centers. The challenges of administrative bureaucracy in declaring the various levels of emergencies in order to obtain corresponding levels of funding will be explored. Managing and coordinating the resources of law enforcement, fire, public works, etc. in the response and recovery efforts of the emergency will be covered. The Incident Commander's responsibility for asking the county or the state declare an emergency in order to obtain a greater level of resources and funds will be explained. Federal emergencies and confusion over declarations of state and federal emergencies with the nature of statewide or nationwide disaster will be further differentiated. The organizational unit of the EOC as a replica of ICS organization, with a team chief on top and the four subordinate posts below, will be defined. The key functions of flexibility and authority are explained in the context of unexpected circumstances which constantly surface in an emergency
