The role of the military commander in the Loma Prieta Earthquake will be assessed to demonstrate the need for coalition building in emergency management between government and civilian entities. For example, assistance and heavy equipment provided in the earthquake created resentment among public safety personnel. Non-military participants feared that the military commander would take control of the situation and that public safety was going to be pushed to the sidelines. The perception of an earthquake in the community will be explored from different responder perspectives and potential conflicts and roles will be identified.
