Outline A cold wave hit the IDPs (internally displaced people) camps outside the western provincial capital city of Herat, in Afghanistan, already devastated by the combination of drought and conflict. According to the Office of the United Nations Coordinator for Afghanistan (UNOCHA), some 150 IDPs in Herat camps died due to extreme cold between 29 and 31 January 2001.
