Outline Serious flooding, due to the exceptional heavy rainy season, had already occurred in several provinces of the country, when cyclone Eline struck. Four of the country’s eight provinces were affected: Manicaland, Masvingo, Midlands and Matabeleland, towards the border with South Africa and Mozambique.

OCHA Situation Report No. 2 2000/03/04
The floods have affected 500,000 people. 25,000 people are estimated to require urgently assistance. This figure includes 20, 000 displaced people. As of now, over 70 people have lost their lives due to the floods.
OCHA Situation Report No. 1 2000/03/02
Preliminary official estimates indicate that Manicaland has the highest figure of flood victims: over 400,000. In total more than 500,000 people are affected. 20 confirmed deaths by floodwaters and 40 people died, when their bus was swept off a bridge. Damage was done to homes, communication lines, livestock and standing crops. Assessments are ongoing by the responsible Government services. Progress however is slow, since most of the seriously affected districts in the provinces are accessible only by air.

OCHA Situation Report No.4 2000/03/22
The United Nations Disaster Management Team sent three teams to the affected areas in order to assist civil protection teams comprised of district authorities, NGOs, and representatives from the private sector in assessment and data collection.

On 8 March 2000, the United Nations launched an Inter-Agency Appeal for Emergency Relief for USD 3,160,799 to assist 96,000 persons (out of 500,000 affected persons), in great need. Among these, it is estimated that some 20,000 persons have been displaced living in camps/schools or accommodated by friends and relatives.

The Government has now appealed for a total of 21.2 million US$ emergency assistance to meet humanitarian needs in the form of food, shelter, potable water, clothing and emergency medical supplies.

The Government has indicated the need for yet unquantified amounts of: food, tents, drugs, and blankets, clothing, temporary toilets and funds for repair of virtual infrastructure.
