Basic Plan for Disaster Prevention

The Basic plan for Disaster Prevention Is the Top priority plan in the field of disaster prevention drawn up by the Central Disaster Prevention Council. On the basis of this plan, Designated administrative organs and designated public corporations draw up operational Plans for Disaster Prevention while local authorities draw up Local Plans for Disaster Prevention.

Operational Plan for Disaster Prevention

The Operational Plan for Disaster Prevention is made by individual organ in accordance with the Basic Plan for Disaster Prevention mentioned above.

Local Plan for Disaster Prevention

This plan defines in concrete terms the Disaster Prevention operation which local disaster prevention organization is required to perform in their respective autonomous areas, whether on a prefectural, city, town, or village level, in accordance to local situation and requirements.

Designated Administrative Organs and Public Corporations

There are 29 Designated Administrative Organs as the national organizations for disaster prevention as January 1999, consisting of National Land Agency and other ministries and agencies of the national government, as well as 37 Designated Public Corporations such as the Japan Red Cross Society, Nippon Telegraph & Telephone Corporation, etc.

Designated Local Administrative Organs and Public Corporations

Among the local administrative organs (the national government's local branches) and local public corporations are some which are designated in its locality, just as nationwide, for preparation and execution of disaster prevention programs.
